Entrò in Parlamento nel 1860 (gabinetto Cavour), dove fu segretario del ministero della pubblica istruzione. Due anni dopo (gabinetto Rattazzi) divenne ministro delle finanze. Di famiglia laniera, fu in corrispondenza con Alessandro Rossi, che aveva per lui grande stima. Nel 1863 fondò il Club alpino italiano. Il busto, del gruppo dei Padri della Patria, è opera dello scultore Odoardo Tabacchi. Odoardo Tabacchi (1831 - 1905). Formatosi a Brera, lavorò specialmente a Milano e a Torinodove, dal 1867, insegnò all'accademia Albertina. Fondendo elementi romantici a uno spiccato gusto per la resa realistica, eseguì numerosi monumenti e vivaci statuine di genere che gli diedero notorietà. I dodici busti marmorei erano collocati nell’androne-corridoio dell’asilo “Rossi”, secondo un programma espositivo caro ai princìpi di Alessandro Rossi, che identifica i modelli morali da seguire per i bambini ospitati nell’asilo: al centro la famiglia reale dei Savoia, a destra gli educatori e i rappresentanti della Chiesa, a sinistra i padri fondatori dell’Unità d’Italia. Alcune opere furono commissionate dai discendenti di Alessandro Rossi. Sottoposti a restauro negli anni scorsi, i busti furono trasferiti dall’asilo e non vi hanno fatto finora ritorno, a causa dell’incendio che colpì l’edificio la notte del 2 febbraio 2009. Tutti i busti sono realizzati in marmo di Carrara.
